Denial of Home Schooling Rights in East Providence

Dear East Providence-area Members,

On October 11, the East Providence School Department rejected a large
number of home school applications for no stated reason. I wrote to the
department, asking for a letter of explanation.

I have now received a reply telling me that the applications we
enquired about were rejected because of "an incomplete application
process." However, since Rhode Island law does not permit a family's
right to home school to be refused on this ground, these denials were
unjust and contrary to law.

It seems the department wishes to shackle home schoolers with chains
of paper-chains that do not permit families to home school unless they
submit the department's own form. This is truly the conquest of form
over substance, procedure over principle. The home school community
is rightly indignant over this reproachable treatment. To our
knowledge, no other school department in Rhode Island is demonstrating
such an imperious attitude toward its citizens.

We need your help. We believe that every home school family in East
Providence ought to express disappointment and indignation over these
unjust denials. Please call each member of the school committee and
courteously tell him or her how you feel. Also call the Superintendent,
Dr. Herbowy, at 401-433-6222.

of Home School Legal Defense Association. We are joined in this effort
by Rhode Island Guild of Home Teachers, which is fully aware of the

If necessary, HSLDA will file appeals on behalf of all our member
families who were denied. Rather than subject these families to
further legal proceedings and uncertainty, it would be better for the
department to acknowledge its error and approve these families.
