Dear HSLDA Members and Friends,

In response to HSLDA’s and NICHE’s requests that the Iowa Department of Education reconsider its position on the reading screening, the Department issued a memo yesterday to all public schools saying that—at least for the time being—they should not demand that dual enrolled homeschool students or Home School Assistance Program students submit to the reading screening or remedial services. You can read the full memo here.

The memo does not appear to be a permanent resolution. The Department asserts that its interpretation of Iowa Code 279.68 as expressed in its first communication on this issue to public schools is correct. The memo states that the Department is “delaying monitoring” of schools’ compliance, but provides no assurance of the stance it will take after the period of delay (the length of which is not stated) is over.

We appreciate the Department’s willingness to reconsider, and we deeply value our long-term relationship with them.

For now, things are “back to normal” in every respect. HSLDA and NICHE will pursue all available strategies to secure permanent protection for HSAP families and dual enrolled families from forcible screening and remediation.
