New Hampshire Board of Education Nomination

Cause for concern.

Dear HSLDA Members and Friends,

We wanted to let you know that William “Bill” Duncan has been nominated to the New Hampshire Board of Education. This nomination causes concern for homeschool and charter school families in New Hampshire.

Bill Duncan was the lead plaintiff in the New Hampshire scholarship case that HSLDA opposed in an amicus brief to last year, Duncan, et al v. State of New Hampshire. In 2012, New Hampshire passed Senate Bill 372, allowing homeschool students to receive scholarships funded by businesses which can in turn claim credit on their state taxes. However, the ACLU filed suit against the state of New Hampshire with Duncan as the lead plaintiff claiming the law violated the separation of church and state.

Judge John Lewis of Strafford County Superior Court upheld the law as it related to scholarships to children attending out-of-district public schools, non-religious private schools, and homeschools.

Despite Bill Duncan’s suit against the state of New Hampshire and its educational policy, he is now being nominated by the governor to the prestigious state board of education. There will be a confirmation hearing for Bill Duncan tomorrow, May 8, at 10 a.m. You can contact the Executive Council Office at 603-271-3632.
