Movement in Caroline County
on Religious Exemption

Homeschooling in Virginia

Help protect religious liberty.

Senior Counsel Scott Woodruff answers questions and assists members with legal issues in your state. He and his wife homeschooled their children.

Dear HSLDA Members and Friends:

Since several local homeschool parents and I spoke to the Caroline County school board on February 10, families who were told to call the office to set up an appointment to be questioned by school staff have received letters of retraction. They are now being told they do not need to present themselves for questioning.

We appreciate the turnaround.

However, the issue is still hanging. The school board may still be considering changing their policies related to the religious exemption.

Action Requested

Please plan to attend every school board meeting until this issue is fully resolved. The school board meets the second Monday of each month at 5:30 p.m. at Caroline Middle School. The next meeting is March 10. We need you there and at every meeting until the issue is resolved so the school board knows we are watching!

You can sign up before the meeting to speak during the public comments section early in the meeting. If you speak, you can offer a simple message. “I homeschool in Caroline County, and I request that the board not make any changes to the religious exemption policy or form letters used unless the homeschool community participates in the discussions.”

Our goal is to make sure they don’t unilaterally make a change in policy without involving the stakeholders—those who would be impacted by the change. Changing the form letters they use to process exemptions is one way to change the policy.

If at least 5 or 10 homeschool parents stand up and make this request at every meeting, the school board may start to understand the importance of letting the stakeholders be involved in any change of policy.

Thank you for standing with us for freedom!

Scott Woodruff
