Action Requested on Bill to Study Tuition-Free Community College for High School Graduates
Dear Members and Friends:
HSLDA and OCEANetwork are tracking a bill that will study the feasibility of creating a program in Oregon that would allow high school graduates to attend community college tuition-free for a period of time.
Unfortunately, the wording in Senate Bill 1524 states that “a student who graduated from a high school in this state” would be eligible for this program. While HSLDA and OCEANetwork believe that a student who has complete a home education program in Oregon can verify that he or she has graduated from high school, parents teaching their child at home in Oregon are not operating a “school” as it is defined by state law.
Due to this wording, there is some concern that homeschool graduates will not be considered in the design of this tuition-free program under Senate Bill 1524. We have no reason to believe this was intentional by the sponsor. However, we would ask that you contact the committee members listed below and request that the bill be amended to include all students who complete high school, including homeschool graduates.
Senate Bill 1524 is scheduled to be heard today in the Senate Education and Workforce Committee at 1 p.m. OCEANetwork will have someone testifying at the hearing.
Please contact the committee members listed below and give them this message in your own words:
“Please ensure that the bill studying the feasibility of establishing a tuition-free community college program for Oregon high school graduates include all Oregon graduates, including those who are educated by a private tutor or at home by their parents.”
Remember to be courteous when communicating with the committee members listed below as you are ambassadors for homeschooling.
Senate Committee on Education and Workforce Development:
Senator Mark Hass, Chair (D)
Senator Tim Knopp, Vice-Chair (R)
Senator Lee Beyer (D)
Senator Jeff Kruse (R)
Senator Arnie Roblan (D)

Thank you for your prompt action on behalf of homeschooling in Oregon!
