D.C. Councilman Excludes Homeschoolers from Proposed Scholarships

Dear HSLDA Members and Friends,

This week, District of Columbia Councilmember David Catania introduced legislation that would provide high school students with scholarship grants to attend post-secondary institutions. The act excludes homeschool and privately educated students. The act restricts eligibility to those students who have graduated from district public schools. The D.C. Home Education Association has taken the position that such an exclusion is unfair. See their online article here.

HSLDA supports the equal treatment of children regardless of their form of education. If a scholarship is available to some students, it should be available to all students. If you are concerned about this issue you may wish to contact the bill sponsor, David Catania, your own councilmember, and the at-large members of the D.C. Council and share your opinion on this issue.

You can give the following message in your own words:

“I am calling concerning LB 528 that excludes privately educated students from eligibility for Promise grants. Families who privately educate their children either in a school or at home are citizens who pay taxes and are members of the community. If we are truly concerned about opportunity for ‘every District student’ then the promise grants should not arbitrarily exclude anyone. Please amend LB 528 to include eligibility for all D.C. students.”
