House Concurrent Resolution 2: Constitutional Amendment on Parent Rights

Summary:

This resolution proposes an amendment to the Mississippi Constitution providing that parents have a fundamental right to direct the upbringing, education, and care of their children. It requires a high level judicial scrutiny to any infringement on this fundamental right: The state would be required to demonstrate that its “governmental interest as applied to the person is of the highest order and not otherwise served.”
