Rule Revisions Go To State Board of Education
Wednesday, March 17, the State Board of Education will take its first look at proposed changes to New Hampshire homeschool rules.
The Home Education Advisory Council, with input from HSLDA, has been working on drafting rule changes for about a year.
Here is a brief summary of the major changes if adopted by the Board:
1) School districts or participating agencies will be prohibited from requiring families to provide more information in their annual notification than specifically required under the rules.
2) A child's grade level will no longer need to be identified in the notice.
3) When a parent changes from working with one participating agency to another, a new rule will require the former participating agency to forward all records to the new one.
4) Under the old rule, a local superintendent or private school principal was required to send a list of all home education programs to the Commissioner of Education on October 1. Under a new rule, they will no longer send the entire list, but simply a statement of the number of children in home education programs under their administration.
5) Homeschools will not be required to operate during the same hours or on the same calendar as a public school.
This is the beginning of the Board of Education's consideration of the proposed changes. Although the Board will discuss the proposed rules on the 17th, there will be no public input at that time. HSLDA will be monitoring the process closely.
