Dear HSLDA Members:

A new staff member of Wicomico County Public Schools recently sent a letter stating that families new to the county or families homeschooling a kindergartner must attend a meeting and bring the child’s birth certificate and Social Security card, as well as the parent’s driver’s license, so the child could be registered and enrolled. Several forms were enclosed.

This is not correct. Families do not need to attend a meeting or present any documents showing their identity or residence when they file their one-time notice of consent, or their annual verification thereafter. Homeschooled children are not “registered” or “enrolled” in the public school.

I called the staff member to try to understand why she sought the meeting and documents. She was very courteous and helpful, but could not give me a clear answer when I asked her to identify the authority upon which she was basing her letter. She said that she or someone else would get back to me. It is possible that she simply misunderstood something she read or something she was told in the process of trying to quickly learn her new job and get ready for the coming school year.

We will follow up with the staff member and work to resolve these issues.

In the meantime, families should feel free to disregard the demand for a meeting and presentation of documents. Furthermore, the law does not require families to fill out any of the forms that were enclosed in the letter. We recommend that you disregard them. The one-time notice of consent that families are actually required to file can be accessed at HSLDA’s website here.
