Update on Homeschool Bill
Dear HSLDA Members and Friends:
Good news! House Bill 1013, which would significantly improve Pennsylvania’s homeschool law, passed the House of Representatives this past Sunday night by a vote of 133-65. The bill was amended on the floor of the House to authorize approved diploma-granting organizations to award diplomas the same as supervisors of home education programs. This amendment takes nothing away from the homeschool bill as it was originally introduced. Further, HB 1013 does not prohibit parents from continuing to issue diplomas to their children as they have done since the homeschool law was enacted in 1988.
The bill now moves to the Senate where it will first be considered by the Senate Education Committee. We do not know when the committee will take up this bill, but it is important for its members to hear from you now! The Pennsylvania Association of School Administrators, composed primarily of local public school superintendents, opposes HB 1013 and is expected to testify against the bill in the Senate Education Committee as they did in the House Education Committee. We want members of the committee to hear overwhelming support of HB 1013 from home educators before opponents of the bill begin to contact them.
Not only do we want the Senate Education Committee and the Senate to pass HB 1013, we want them to pass it without any further amendments. If the committee or the full Senate amends the bill, it will have to be passed by the House again.
(1) Please call or email (both would be better) members of the Senate Education Committee with this message or something similar in your own words:
“Please vote for House Bill 1013 without amendments. It would improve the homeschool law of Pennsylvania by removing the unnecessary double evaluation of home education programs and requiring that homeschool diplomas be recognized by the Commonwealth.”
(2) Please forward this email to other homeschooling families who are not members of HSLDA and ask them to contact members of the committee as well.
