Update on Homeschool Bill
Dear HSLDA Members and Friends:
Yesterday I was privileged to attend and speak at the Christian Homeschool Association of Pennsylvania (CHAP) lobbying event in the rotunda at the Capitol in Harrisburg. We were honored to have Rep. Mark Gillen, chief sponsor of House Bill 1013, and Rep. Jesse Topper, a homeschool graduate, speak to the group about the status of the homeschool bill and provide lobbying tips to move the bill along. As many of you know, Rep. Gillen is a homeschool father who is passionate about improving Pennsylvania’s homeschool law and particularly about getting the needed changes to the law in HB 1013. The homeschool community is fortunate to have such an advocate in the legislature.
The immediate need for HB 1013 is for the chairman of the House Education Committee, Rep. Paul Clymer, to schedule a vote on this bill in order for it to move forward. Given the thousands of bills filed in the Pennsylvania General Assembly, it is absolutely critical to the success of HB 1013 that members of the committee hear from homeschoolers about scheduling a vote on it. The calls and emails they’ve received thus far have not gotten their attention. They need to hear from thousands of homeschoolers.
Another immediate concern is that there are now discussions within the committee to amend HB 1013 in such a way that it would not eliminate the evaluation of portfolios by superintendents. This would destroy the main purpose of the bill. HB 1013 needs to pass without any amendments!
(1) Please call or email (both would be better) members of the House Education Committee with this message or something similar in your own words:
“Please schedule a vote on House Bill 1013 and vote for it without any amendments. It would improve the homeschool law of Pennsylvania by removing the unnecessary double evaluation of home education programs and requiring that homeschool diplomas be recognized by the Commonwealth.”
