Dear HSLDA Members and Friends,

The Committee on Education of the Council of the District of Columbia held a hearing on Legislative Bill (“LB”) 178 on Wednesday. LB 178 would make preschool mandatory for 3-year-olds. For homeschoolers, the proposed legislation would require an additional two years of homeschool notification and restrict parents’ options for the education of their children. In testimony it was reported that Councilman Catania opposed the bill in large part because he didn’t think the District’s preschools were at a sufficient level of quality to require people to put their children in them.

HSLDA opposes expanding compulsory school attendance ages because doing so infringes upon parents’ freedom to make educational decisions for their children. Furthermore, valid research has demonstrated that programs like these are not effective. If you are concerned about this issue you may wish to contact the Committee members or submit formal written testimony.

Action Requested

Please contact the Education Committee and give them the following message in your own words:

“I am contacting you to oppose LB 178 to lower the compulsory school attendance age. Lowering the compulsory attendance age does not help students, but rather takes away the rights of parents to act based on the educational needs of their children and places an unnecessary burden on the taxpayers. Please vote against LB 178.”

If you are interested in testifying to the Committee you can provide a written statement that will be included in the official record. Written statements should be submitted to the Committee on Education, Council of the District of Columbia, Suite 119 of the John A. Wilson Building, 1350 Pennsylvania Avenue, N.W., Washington, D.C. 20004 by 5:00 p.m. by Wednesday, December 18, 2013.
