Oregon: Calls Still Needed on Home Education Freedom Bills!

Dear HSLDA Members and Friends:

House Bill 3446 was heard in the House Education Committee yesterday
and over 30 homeschoolers showed up for the hearing. OCEANetwork was
there with several homeschool leaders testifying in support of the
bill along with Dr. Brian Ray (NHERI) and a homeschool mom. Overall
the hearing went very well.

At this time we are awaiting action by both the Senate and House
committees to vote on these bills. Please take the time to contact the
legislators below and urge them to support Senate Bill 809/House Bill
3446. If you live in Rep. Shemia Fagan's district (51) or in Rep. Jeff
Reardon's district (48) please try and reach out to them. Rep. Fagan
seemed very supportive of homeschooling but Rep. Reardon appeared to
know very little about homeschooling. Both are Democrats. If you are

committee members listed below over the next couple of days. With your
help we hope to see the current testing requirements in grades 3, 5,
8, and 10 removed from Oregon homeschool law!

REQUESTED ACTION:

1. Please call the Education and Workforce Development Committee
members listed below and give them this message in your own words:

"Please support Senate Bill 809. This bill will allow homeschool
parents to evaluate their child's progress in any way they see fit and
in a manner that is best suited to their family. Senate Bill 809 will
also remove the requirement that a test be provided to the local ESD.
This reporting requirement adds no benefit to the child's education.
Home educators have earned the right to more freedom after
demonstrating their success under the law for over 25 years."

BACKGROUND:

OCEANetwork and HSLDA have attempted to pass similar bills in the past
to bring greater freedom to homeschool families in Oregon. While some
of these bills passed both the House and Senate, the governor vetoed
the legislation. We are extremely hopeful that the current
administration will support this bill. However, our goal with Senate
Bill 809 and House Bill 3446 is to obtain a sufficient margin in the
legislature to override a potential governor's veto. We need a strong
showing at the Capitol to help make this possible!

Oregon first enacted a homeschool law in 1985. Since that time,
numerous efforts have been made to enact amendments providing more
freedom to parents. The most recent change in the law occurred in 1999
when significant progress was made in reducing state oversight of
homeschooling. These bills represent a continuation of legislative
efforts to gain more freedom for parents.

If House Bill 3446 and Senate Bill 809 are enacted, Oregon will join a
growing majority of states requiring no standardized testing of
homeschooled students. Oregon has the potential through this
legislation to go from a state with a good homeschool law to a state
with a great homeschool law. Let's work hard together to get this done
this year!
