Iowa--Update on "Independent Private Instruction"

Dear HSLDA Members and Friends:

Considering how truly simple homeschooling is, Iowa families are
burdened with an amazingly complex (and sometimes conflicting) web of
homeschool statutes, regulations, forms, policies and interpretations.

For several years now, HSLDA and the Network of Iowa Home Educators
(NICHE) have been working to create an entirely new, additional type
of homeschooling--"Independent Private Instruction"--(or "IPI") which
would involve much less red tape than Competent Private Instruction,
as homeschooling is generally known in Iowa.

On February 19, the Iowa House of Representatives passed a bill, HF
215, which contained language that would create Independent Private
Instruction. The bill has been assigned to a Senate committee.

Last night Senator Dennis Guth took language that would have created
IPI and offered it as an amendment to another bill, SF 423. However,
Senator Herman Quirmbach opposed Guth's amendment on the parliamentary
ground that it was not "germane" to SF 423. Senator Pam Jochum,
presiding over the Senate deliberations, supported Quirmbach and the
effort to create IPI by way of amending SF 423 did not succeed.

support of Guth's effort: thank you! We are not requesting additional
emails at this time.

Iowa homeschool families are sometimes amazed to find that in the
neighboring states of Illinois and Missouri, homeschoolers are never
required to file anything with an official! And in the neighboring
state of Kansas, families file a one-time notice, and that's it.

HSDLA and NICHE will continue to work toward the day when Iowa
families will be able to homeschool their kids in the simple
atmosphere of freedom that exists in other states.
