South Dakota: Scholarship Fairness Bill Moves to Senate

Dear HSLDA Members and Friends:

Good news! Your phone calls were instrumental in scoring a win for
fairness yesterday when the House passed HB 1128 by a vote of 37-32.

The bill now moves to the Senate, and it's crucial that your senator
hear from you!

Action Requested

Please call your South Dakota state senator within the next two or
three business days and ask him or her to support House Bill 1128.
Your message can be as simple as: "Please vote yes on HB 1128. Please
give homeschoolers fair access to the Opportunity Scholarship."

Remember that your senator may not yet know anything about the bill,
so be prepared to give a short explanation. In its current form, the
bill lowers the qualifying ACT score for homeschoolers from 28 to 26
(not 24, as originally drafted--see explanation in Background section

In a preliminary vote, the tally was 35 for and 35 against HB 1128.
This would have meant the bill would die. But we judged that the bill
would pass if the bill were amended to change the qualifying ACT score
for homeschoolers to 26. (It's currently 28--we had first sought to
reduce it to 24.) HSLDA and SDCHE therefore put their support behind
dropping the ACT score for homeschoolers to 26. With that amendment,
the House passed the bill.

The Opportunity Scholarship can provide $5,000 over four years for a
South Dakota resident attending one of 18 institutions of higher
education in South Dakota. To find out more about the scholarship,

This bill will help the South Dakota economy by encouraging bright
homeschooled kids to go to college in state--making it more likely
that they will make South Dakota their long-term home.

HSLDA and South Dakota Christian Home Educators are united in
supporting this bill.
