South Carolina: Bad Home School Bill Defeated

Dear HSLDA Members and Friends:

Good news! House Bill 3478 is dead. Rep. Norman D. "Doug" Brannon, the
lead sponsor of the bill, has notified the chairman of the House
Education and Public Works Committee and the chairman of the House
K-12 Subcommittee that he no longer supports the bill and wants the
bill to "remain in subcommittee without hearing." This effectively
kills the most threatening homeschool bill filed in South Carolina
since the three options for home instruction were created almost 20
years ago.

House Bill 3478 would have imposed state testing on all homeschool
students in both the South Carolina Association of Independent Home
Schools (SCAIHS) and all homeschool associations. Additionally,
results of the annual review of these organizations by the South
Carolina Department of Education would have to have been reported to
the legislature. Further, these organizations would have been required
to provide the name of each student being homeschooled to their
respective school districts, instead of providing just the number of
students being homeschooled as is now required.

But this was not the worst part of this terrible bill. It would have
eliminated membership in a homeschool association under Section
59-65-47 of the South Carolina Code as an option for homeschooling on
July 1, 2014. No longer would South Carolina homeschoolers have been
able to exercise what is known as the "third option" for complying
with the compulsory attendance law.

The defeat of House Bill 3478 was the direct result of the coordinated
lobbying efforts of the South Carolina Home Education Association
(SCHEA), the South Carolina Association of Independent Home Schools
(SCAIHS), third option homeschool associations, and your calls and
emails to legislators. Thank you for your response to the call to
action on this bill.

Dealing with such a serious threat to homeschool freedom shows us how
important it is to remain organized and strong by supporting state
organizations. It also shows us that even though years may pass
without a legislative threat rearing its ugly head, there is no
guarantee that it will not happen suddenly. As Thomas Jefferson said,
"eternal vigilance is the price of liberty."
