====================================================================== From the HSLDA E-lert Service... ====================================================================== VICTORY--HB 545 and 1571 NOW Law! Now What? Dear HSLDA Members and Friends, As of June 18, 2012, HB 545 and HB 1571 became law--greatly expanding homeschooling freedom in the Granite State. This is a significant victory after years of hard work, and HSLDA congratulates all who took part in supporting both of these bills. While I plan to update our legal analysis in the near future to reflect these and other changes made to the law by these two bills, two particular issues require immediate attention. First, HB 545 provides, among other things, a one-time notification. I have been asked whether previous notification counts for this; our position is that it does. HB 545 takes effect on August 12 of this year, prior to the time when re-notification would be required in most cases. And in those few cases where school might start prior to August 12, HSLDA's view is that notification would be unnecessary. This means that if you have already notified for a child in New Hampshire you need not re-notify for that child. If you move out of your school district (if you're using the public school as your participating agency), begin home educating a new child, or cease to home educate a child, then you would need to notify. Second, HB 1571 provides that homeschoolers need not submit their end-of-year assessments to their participating agency. Because the law is now in affect you need not send this year's end-of-year assessment to your participating agency. No doubt, many participating agencies will be looking for these end-of-year assessments and may not be aware of the new law. Should you have any difficulties with your participating agency about this or any other issue, please contact HSLDA and we will be more than happy to assist you. Please note that HB 1571 does not eliminate the requirement that parents conduct an end-of-year assessment--you are still responsible for conducting an end-of-your assessment in accordance with the law. Many people worked to make these victories possible, but in particular we need to thank HB 545 primary sponsor Rep. David Bates and HB 1571 primary sponsor Rep. J.R. Hoell. Please take a moment to thank these two representatives for their work in advancing the cause of freedom for homeschoolers in the Granite State!
