Dear HSLDA Members and Friends, HB 1440 is reportedly scheduled for an executive session in the Transportation Committee on February 21, and your help is needed to pass this bill with a positive amendment and to defeat a bad amendment. Lobbyists for the expensive driving schools are presenting an amendment through representatives Tholl and Hinch that would require driving time with a driving school instructor. However, Vice Chairman Hikel's amendment would allow parents to supervise the behind-the-wheel portion of the new online driving course. This is a commonsense approach to homeschool friendly legislation that has been passed in a number of states and has been proven to be safe and effective. Parents can be trusted to supervise their children to learn how to drive. Please take action to support Vice Chairman Hikel's amendment and to defeat the Tholl/Hinch amendment. ACTION REQUESTED: Please contact members of the House Transportation Committee TODAY to encourage them to support HB 1440 as amended by Vice Chairman Hikel and to oppose the amendment offered by Tholl and Hinch. Give the following message your own words: "Please support HB 1440 and vote OTP with Vice Chairman Hikel's amendment which provides for online driver's education and parent-supervised behind-the-wheel instruction. Passing HB 1440 will increase options for all parents. As a homeschooling parent I support this bill because some homeschoolers have had difficulty obtaining driver's education opportunities in schools. I believe parents are more than qualified to supervise their child's behind-the-wheel portion of the driving instruction. Please vote against the amendment offered by representatives Tholl and Hinch, who are being influenced by the driving school lobby and which would require some behind-the-wheel instruction to be supervised by expensive driving school instructors. Parents are competent to oversee behind-the-wheel driving time. Numerous states have provided for this parent supervised alternative which has proven to be safe and effective." But online driver's education has been approved in numerous states and is an exceptional benefit for homeschoolers who otherwise have difficulties obtaining space in school-sponsored driver's education programs and must alternatively pay a driving school. Furthermore, parent-involved driver's training has demonstrated to be a more safe and effective form of education.
