Dear HSLDA Members and Friends: OwingsMillsPatch.com published an article yesterday saying that Baltimore County Public Schools was considering a policy that would "require ... homeschoolers to follow board-approved policies on what is taught and when it's taught." If true, this would be alarming. It would also be a violation of a state regulation which prohibits individual school systems from adding their own homeschool requirements. COMAR 13A.10.01.01(F) says: "A local school system may not impose additional requirements for home instruction programs other than those in these regulations." The article is not correct. The proposed change to policy No. 6602 says it would apply to only "alternative education programs provided by the board." A family teaching their children at home through home instruction is not a program "provided by the board." Homeschool families need not be concerned. I have written to the author, Alessa Giampaolo, and suggested that she make a correction.
