Maryland--"Environmental Literacy" Mandate Explained

Dear HSLDA Members and Friends:

Foxnews.com reported yesterday that "Maryland is the first state in
the country to impose a new requirement to graduate from high
school--something called environmental literacy."

DrudgeReport.com, referring to the Fox article, reported today that
"Maryland makes 'environmental literacy' requirement to graduate."

Neither of these statements is entirely correct. The Maryland State
Board of Education recently adopted a regulation requiring public
schools to provide a program of environmental literacy to their
students. But the regulation does not make the receipt of this
instruction a requirement for graduation from public school.

The new rule requiring public schools to provide the instruction can
be found at http://www.hslda.org/elink.asp?id=11652
The state requirements for graduation from public schools can be found
starting at http://www.hslda.org/elink.asp?id=11653

Homeschool parents have inherent authority to determine what their
child must do before they issue him or her a diploma indicating the
successful completion of the student's secondary education program.
There is no state statute or regulation that imposes requirements on
parents in issuing a diploma to their child who has finished a
homeschool program.

The subjects which homeschool families operating under the home
instruction regulations must teach their children have not changed:
English, math, science, social studies, art, music, health and
physical education.

Sincerely,

Scott Woodruff
HSLDA Senior Counsel
