Dear HSLDA Members and Friends, H.F. 1381 passed both the House and Senate on Monday and is on its way to the governor. If signed by the governor, this legislation would significantly reduce reporting requirements for homeschool families. However, some other policy changes within the Bill are being opposed by other groups and it is not a certainty that the governor will sign H.F. 1381. Therefore, we are asking you to take action in support of homeschooling freedom in Minnesota. Because we want to create at least three days of calls and e-mails to the governor, we are sending this email out in three separate waves to ensure that the Governor's office receives a steady stream of calls and emails. You have received the email today because we would like you to take action today. Will you please take a moment and pick up your phone or send an e-mail to the governor right now? ACTION REQUESTED Contact Governor Dayton's office today and give the following message in your own words: "Please sign H.F. 1381 (Omnibus Education Policy Bill). Senator Gen Olson's homeschool mandate reduction provisions will reduce needless paperwork for school districts and homeschooling families without reducing necessary educational oversight." Governor Mark Dayton Phone: 651-201-3400 Toll Free: 800-657-3717 Web Form: http://www.hslda.org/elink.asp?id=11332 BACKGROUND If passed, the homeschool mandate reduction provisions would substantially reduce reporting requirements for homeschool families and would thus extend homeschool freedom in Minnesota. The provisions would make the following changes: 1) Limit reports to the superintendent to only one when a family starts homeschooling or when they move, and provides for simple "renewal" notices thereafter; 2) Give students the option of taking a nationally recognized college entrance exam in lieu of a standardized achievement test; 3) Eliminate the requirement that parents obtain additional evaluation of a student's abilities should the student score below the 30th percentile; 4) Eliminate the requirement that parents submit an annual instructional calendar; 5) Eliminate the requirement that parents without certain qualifications submit quarterly reports; 6) Require parents to maintain (vs. make available) documentation that the student is being taught the required subjects; 7) Allow a parent to certify that a student is presently engaged in home education for the purposes of taking home-classroom driver training; 8) Limit immunization reporting requirements to only the first year of homeschooling and the 7th grade year. 9) Does not repeal the per pupil textbook aid.
