====================================================================== From the HSLDA E-lert Service... ====================================================================== Colorado: Update from February 7 Hearing --Tax Credits for New Homeschoolers Dear HSLDA Members and Friends, Thank you to all who attended the House Education Committee hearing on House Bill 1048 on February 7 and 9 at the Capitol. This is an update on the status of the bill. The bill was reassigned to the House Finance Committee, where testimony was heard on Wednesday, February 9. Five organizations opposed the bill, claiming it was a "sneak attack" on public education. Ten individuals testified in favor of the bill, including expert testimony from Dr. Bill Maloney, former Colorado Commissioner of Education (and a friend of homeschooling). In his testimony, Dr. Maloney pointed out that the bill was a "step in the right direction." He provided examples of several other states that had successfully implemented similar legislation. He also mentioned the fact that 36 states have formally announced cuts in K-12 spending and that this bill would actually save the state a lot of money. Colorado legislative liaison, Treon Goossen, also testified. The committee chairman has suspended the bill in order to allow for amendments. The bill has been scheduled for another hearing in the House Finance Committee on Wednesday, February 23, 2011 at 1:30 p.m. There will be no testimony before the committee at this hearing. BACKGROUND The bill establishes a private school tuition income tax credit for income tax years commencing on or after January 1, 2012, that allows any taxpayer who decides to homeschool a qualified child to claim an income tax credit of either $1,000 or $500. The bill would benefit first-time homeschoolers who were making the decision to withdraw a child from the public school system. The bill creates a strong foundation for nonpublic educational tax credits and supports parental choice in education. HSLDA supports the effort to make it easier for parents to choose alternatives to the public school system. As the program demonstrates its worth, perhaps tax credits could be extended to more families. Because tax credits are not considered government money, they carry virtually no risk of increased regulation on homeschooling. Very truly yours, Michael P. Donnelly, Esq.
