Dear HSLDA Members and Friends, Minnesota homeschoolers have an exciting opportunity to significantly reduce homeschool reporting requirements. The homeschool mandate reduction bill, House File 355, is the companion bill to Senate File 69, and is moving forward. It will be heard at the Education Committee this Thursday, February 17, 2011. HSLDA is working closely with MACHE to support this legislation. ACTION REQUESTED 1. Please contact members of the House Education Committee by Thursday, February 17, 2011, and urge them to support House File 355, the homeschool mandate reduction bill. You can use the following message as a guide, but please personalize it in your own words: "Please support House File 355, the homeschool mandate reduction bill. Homeschool families have a long history of success in our state, and the present reporting laws require needless repetition, which creates unnecessary paperwork for both school districts and homeschool families. Passage of H.F.355 will save the state money and reduce unnecessary bureaucracy." 2. If possible, attend the Education Committee hearing this Thursday, February 17. The meeting will be held at 8:15 a.m. in the basement of the State Office Building. Contact information for members of the House Education Committee is below. Representative Kelby Woodard 651-296-7065 rep.kelby.woodard@house.mn BACKGROUND If passed, House File 355 would substantially reduce reporting requirements for homeschool families and would thus extend homeschool freedom in Minnesota. The bill would make the following changes: 1. Limit reports to the superintendent to one-time reporting when a family starts homeschooling, or when they move with a simple annual "renewal" postcard; 2. Give students the option to take a nationally recognized college entrance exam in lieu of a standardized achievement test; 3. Eliminate the requirement that parents obtain additional evaluation of a student's abilities should the student scores below the 30th percentile; 4. Eliminate the requirement that parents submit an annual instructional calendar; 5. Eliminate the requirement that parents without certain qualifications submit quarterly reports; 6. Require parents to maintain (versus make available) documentation that the student is being taught the required subjects; 7. Allow a parent to certify that a student is presently engaged in home education for the purposes of taking home-classroom driver training; 8. Allow the person in charge of providing instruction in a homeschool to issue an employment certificate; 9. Limit immunization reporting requirements to only apply to the first year of homeschooling and the 7th grade year.
