Dear HSLDA Members and Friends, The Minnesota House Education Committee heard the voices of homeschoolers and recommended passage of Senate File 69, Home School Mandates and Reporting Requirements Reduction Act. The bill has been referred to the Finance Committee and will then proceed to the Senate floor for 2nd and 3rd readings. HSLDA is grateful to all Minnesota homeschoolers who made contact with members of the Senate Education Committee or who showed up to testify. We will continue to monitor this legislation and keep you informed. HSLDA is working with MACHE and appreciates their diligent work to shepherd this legislation without any negative amendments. To view HSLDA's webpage for S.F. 69 visit: http://www.hslda.org/hs/state/MN/default.asp BACKGROUND If passed, Senate File 69 would substantially reduce reporting requirements for homeschool families and would thus extend homeschool freedom in Minnesota. The bill would make the following changes: 1. Limits reports to the superintendent to only one when a family starts homeschooling , or when they move and provides for with simple "renewal" notices thereafter; 2. Gives students the option to take a nationally recognized college entrance exam in lieu of a standardized achievement test; 3. Eliminates the requirement that parents obtain additional evaluation of a student's abilities should the student scores below the 30th percentile; 4. Eliminates the requirement that parents submit an annual instructional calendar; 5. Eliminates the requirement that parents without certain qualifications submit quarterly reports; 6. Requires parents to maintain (vs. make available) documentation that the student is being taught the required subjects; 7. Allows a parent to certify that a student is presently engaged in home education for the purposes of taking home-classroom driver training; 8. Allows the person in charge of providing instruction in a homeschool to issue an employment certificate; 9.
