====================================================================== From the HSLDA E-lert Service... ====================================================================== Iowa--Violation of Equal Access to Testing Dear HSLDA Members and Friends: Iowa law and regulations say that a homeschool student who dual enrolls in a public school is entitled to the same access to standardized testing as any other enrolled public-school student--that is, at no cost (other than the taxes they already pay!). But based on statements coming out of the state Department of Education, some local school districts have recently been refusing to follow the law. These districts are telling homeschool students that they will be required to pay the cost of standardized testing even if they are dual enrolled, unless the students are also signed up for public-school academic classes. There is no basis in law for denying the right to no-cost testing unless a student also signs up for an academic class. HSLDA has sent a letter to a principal at a Des Moines-area elementary school telling him that we will consider litigation if he continues to violate a particular family's right to equal access to testing. If you know of any other specific local situations where dual-enrolled homeschool students are being denied their rights to no-cost standardized testing, please let me know immediately.
