Virginia--A Powerful Message about Religious Freedom in Warren County

Dear HSLDA Members and Friends:

On April 8, a standing room-only crowd composed overwhelmingly of
homeschool parents sent a powerful message to the Warren County School
Board: repeal the unlawful March 11 policy and adopt the consensus
policy supported by the national, state and local homeschool

Too many spoke to mention particular individuals, but their arguments
were articulate, forceful, and gracious. The tiny handful of citizens
who rose to defend the unlawful March 11 policy seemed hopelessly out
of touch with reality.

The school board took no official action since it was not on the
agenda that was prepared in advance, but every school board member
repudiated the unlawful March 11 policy. Many of them apologized for
adopting the March 11 policy without taking the effort to check it out
carefully, and without waiting to include School Board Member Kim
Athey in the process. Many voiced support for the consensus policy.

An important work session of the school board is scheduled for
tomorrow, Thursday, April 22, at 7 p.m. We expect the school board to
give detailed attention to the religious exemption policy.


Please attend the school board meeting tomorrow evening. Since it
will be a work session, there will probably not be an opportunity for
members of the public to formally address the school board.
Nonetheless, a large turnout of homeschool families will be a powerful
reminder that we are holding the school board accountable to do the
right thing. The meeting will take place at the Government Center at
220 North Commerce Avenue, Front Royal.


The consensus policy developed in consultation with HSLDA, Home
Educators Association of Virginia, Organization of Virginia
Homeschoolers, Seton Home Study School, and many local homeschool
organizations provides an excellent foundation for the orderly
administration of Virginia's religious exemption statute. It


1. The Warren County School Board shall excuse from attendance at
school any pupil who, together with his parents, by reason of bona
fide religious training or belief is conscientiously opposed to
attendance at school.

2. The school board shall notify in writing all persons and
organizations which have requested such notification 30 days prior to
any proposed changes to this policy or procedure.


1. Parents who desire a letter from the school board acknowledging the
religious exemption shall submit a letter to the school board to claim
religious exemption from compulsory attendance at school.

3. The school board shall within 30 days send a letter to the family
confirming the children are excused from attendance at school under
the religious exemption statute, Va. Code sec.22.1-254.B.1.
