Vernon Undermines Personal Freedom with Daytime Curfew Dear HSLDA Members and Friends: Mt. Vernon, Illinois, adopted a daytime curfew before the homeschool community was aware of it. Until the curfew is repealed, the following information may be helpful. Subsection 3(6) of the ordinance exempts homeschoolers from the daytime curfew. Unfortunately, this may not prevent your child from being accosted by a police officer or truant officer. Parents should read the ordinance (called the "truancy curfew ordinance") and discuss with their children an appropriate way to respond if they are questioned. Ideally, if a child is questioned and says, "I'm exempt. I'm homeschooled," that should be the end of it. However, we all know that while most police officers are courteous and respectful of individual rights, a few are not. It is difficult to predict what might happen if a police officer refuses to accept a child's honest and straightforward explanation. Keep the HSLDA phone number close at hand so you can call for quick guidance if needed. In fact, put the HSLDA number on a speed dial on your child's cell phone, if they have one, so we can provide input at the very earliest possible moment if needed. The right to move about freely is one of the most fundamental freedoms. As children grow, wise parents will guide them to treasure this right--a part of their heritage as citizens--and how to enjoy it responsibly, joyfully and fully. Your children should not be frightened into seclusion by Mt. Vernon's swipe at individual rights. HSLDA has filed suit against a California city because of what we believe is an unconstitutional enforcement of a daytime curfew. We will continue to watch for other localities that violate individual freedoms under the guise of a daytime curfew.
