====================================================================== From the HSLDA E-lert Service... ====================================================================== South Dakota--Call Your Senator to Support Scholarship Equity Bill Dear HSLDA Members and Friends: Calls are needed right away to support HB 1160, the Scholarship Equity Bill. It was approved in Senate committee this morning and will go to the full Senate very soon! ACTION REQUESTED Please call your senator immediately. Your message can be as simple as "Please give homeschool students access to the Opportunity Scholarship. They deserve basic fairness. Vote yes on HB 1160." BACKGROUND An amendment in the Senate committee raises the ACT score a homeschooler is required to earn from 26 (85th percentile) to 28 (92nd percentile). Others are required to score only a 24. The amendment also requires a score in each subtest (math, science, reading, writing) sufficient to show that remediation is not necessary. On the other hand, the amendment improves one aspect of the bill. It creates a blanket exclusion from the detailed course content requirements that apply to others. Before the amendment, the bill required a specific "determination" from the Board of Regents before a homeschooler could be exempted. When passed in 2003, the law gave the regents enough "wiggle room" to lock homeschoolers out of the program completely. HB 1160 mandates that the regents open the door to homeschoolers, even if not as fully right now as we would like.
