====================================================================== From the HSLDA E-lert Service... ====================================================================== South Dakota--Calls Needed for Homeschool Scholarship Bill Dear HSLDA Members and Friends: This Wednesday morning a bill that would allow homeschool students access to the Opportunity Scholarship will receive its first hearing in the legislature. For several years, homeschool students have been locked out of the scholarship because of rules adopted by the South Dakota Board of Regents. Your calls right now will help convince members of the committee that they should vote "yes" on the bill, HB 1160. The House Education Committee hearing is scheduled to begin at 7:45 a.m. on February 10 in Room 413 of the South Dakota Capitol. ACTION REQUESTED 1. If your representative is listed below as a member of the committee, please call right away and ask him or her to support the bill. Your message can be as simple as, "Please give homeschool students access to the Opportunity Scholarship. Vote yes on HB 1160." Use our Legislative Toolbox at http://www.hslda.org/toolbox to quickly locate your representative. 2. Come to the hearing Wednesday morning. Your presence will send a strong message. Better yet, give your own testimony in support of the bill at the hearing. You don't have to be an expert. Even a simple, heartfelt explanation could be very persuasive. The "background" section below provides some useful information. BACKGROUND South Dakota Christian Home Educators supports this bill. The bill would require that a student be homeschooled for two years prior to applying for the scholarship. The student would need a score of 26 on the ACT test or 1200 on the SAT test (math plus verbal) while being homeschooled. The legislature created the South Dakota Opportunity Scholarship program in 2003. Details of how the program was to be implemented, however, were left to the Board of Regents. Unfortunately, the regents put rules into force that locked homeschoolers out of the program. HB 1160 would fix this. The scholarship can provide $5,000 over four years for a South Dakota resident attending one of 18 institutions of higher education in South Dakota.
