Dear HSLDA Members and Friends, Representative Paul Ingbretson has proposed House Bill 1580, a bill that would amend New Hampshire's compulsory school attendance law to explicitly recognize that "[i]t is the natural, fundamental right of parents to determine and direct the education of their children." Although in practice, to most people in New Hampshire the current homeschool law and regulations are not excessively onerous, the state is among the more highly regulated across the country. In the many legislative fights we have gone through in New Hampshire in recent years, HSLDA's constant position has been that no additional burdens should be imposed on homeschoolers, and if any changes were needed it would be changes making the law less restrictive. Representative Ingbretson's bill takes a step in that direction by recognizing explicitly that parents, not the government, have the right and therefore the responsibility to educate their children. While parents may choose to do so by enrolling them in a public or private school, homeschooling should be an equally acceptable option. HSLDA supports recognizing this fundamental right explicitly in state law. A hearing is scheduled for 1:00 p.m. on January 21 at the legislative office building in Room 205-207.
