====================================================================== From the HSLDA E-lert Service... ====================================================================== December 1, 2009 Nebraska: HSLDA, NCHEA Neutral on Proposed Changes to Exempt School Rules Dear HSLDA Members and Friends, The Nebraska Commissioner of Education recently adopted several proposed changes to Rules 12 and 13. There will be public hearings regarding these changes on December 16, 2009 at 1:00 p.m. The proposed changes primarily reflect recent changes to the law from Legislative Bill 549 (2009) which now require parents to submit copies of their children's birth certificates "upon enrollment" instead of on "October 1." In addition, the due date for resubmitting Rule 12 and 13 exemption notices to the Nebraska Department of Education has been moved from August 1 to July 15. New single parent language has also been added to reflect current policy, which is that both parents must sign unless educational decision making authority has been awarded to one parent by a court. HSLDA is working with the Nebraska Christian Home Educators Association (NCHEA) and does not oppose these proposed changes. As they are currently written, the changes do not impede a parent's right to homeschool. HSLDA will continue to follow the proposed changes and keep you informed. We will oppose any changes that significantly affect the right of parents to teach their children at home. The public is invited to attend, and you are welcome to testify at the hearings on December 16. The NCHEA will be testifying in a neutral capacity at both the Rule 12 and Rule 13 hearings unless changes are made that would reduce current freedoms. The hearing will be held Wednesday, December 16, at 1:00 p.m. (CT) at the Nebraska State Office Building, Nebraska Department of Education, State Board Meeting Room, 301 Centennial Mall South, Sixth Floor, Lincoln, Nebraska 68509.
