District of Columbia--Newest Proposed
Rules STILL Threaten Parental Freedom

Dear HSLDA Members and Friends:

After a number of meetings with homeschoolers in the District over the
past six weeks, The Office of the State Superintendant of Education
(OSSE) has released its second set of rules on homeschooling. These
rules are marginally better than the initial set of regulations, would
still radically change the District's current legal landscape for the
worse and give the government more control over you and your children.

The new proposed rules can be viewed at the HSLDA website at
http://www.hslda.org/elink.asp?id=5078 . I will be conducting a more
detailed analysis and will be working with homeschool leaders to
discuss the best response to these newest regulations. In the
meantime, you are invited to review the regulations and to prepare
written comment for the OSSE. It is not certain whether or not the
State School Board will hold another hearing on these regulations,
although we believe that another public hearing should be held in
light of the significant changes being made to the homeschool
procedure in the District. The written comment period expires on June
2, 2008.

Please stay tuned for additional information in the coming days.

To see the proposed rules and access more information about DC
homeschooling, visit our webpage at www.hslda.org/DC .

Thank you for your commitment to homeschooling freedom in the
District.

Sincerely,

Michael P. Donnelly, Esq.
