====================================================================== From the HSLDA E-lert Service... ====================================================================== April 4, 2008 District of Columbia--Committee Appointed to Draft New Proposed Homeschool Regulations Dear HSLDA Members and Friends: Thank you again to all who participated in last month's public hearing on the District of Columbia's proposed home education regulations. Because of your continued involvement, a task force of D.C. homeschoolers, HSLDA Staff Attorney Mike Donnelly, and representatives from the Office of the State Superintendent of Education (OSSE) are working toward new proposed homeschool regulations. (We expect that this means that the OSSE's original draft will not be used!) At the conclusion of the most recent task force meeting on March 31, a subcommittee was appointed to draft a new set of regulations, which will be presented to the task force, and once approved, will be submitted to the Board of Education. It is our understanding that the Board will hold another meeting to vote on the regulations no earlier than mid-May. The draft regulations will likely include some type of annual notification with very basic information, an agreement to provide "sufficient" instruction (no minimum days or hours), and an agreement to teach subjects "commonly taught to children of the same age." The OSSE will not insist on a home visit provision, but is still advocating instituting minimum teacher qualifications (a high school diploma or equivalent) and annual assessment. At this time, no action is needed, but if you would like to be involved, you can 1. Contact the Board of Education to thank them for supporting the task force with more time to work on the regulations; 2. Support the new D.C. Home Educators Association (www.dchea.org); and 3.
