Vermont--Senate Bill 348 is Better And Worse....

Dear HSLDA Members and Friends:

We recently told you about Senate Bill 348, which, as originally
drafted, would have effectively changed Vermont's compulsory school
attendance age from 16 to 18. The Senate Education Committee, where
the bill is now being debated, has significantly amended this
legislation so that it no longer does this.

However, the committee has also added new language that adversely
affects homeschoolers. New language introduced requires that
16-year-old homeschooled students be enrolled in a Vermont home study
program to obtain a motor vehicle learner's permit. Possession of a
learner's permit for one year is required to obtain a junior
operator's permit. This law unnecessarily and unreasonably restricts
a parent's ability to help his 16- or 17-year-old obtain a learner's
permit, which for some homeschooled students is necessary to explore
career alternatives, attend college or get a job.

HSLDA opposes this bill, and is currently working with committee
members and the bill's sponsors to amend the language. We will keep
you updated as things progress.
