Virginia--Assessment Option Bill Heads for Senate!

Dear HSLDA Members and Friends:

Thank you! Your calls on H. B. 1183, which expands year-end testing
options, were tremendously helpful. The House passed the bill on
February 5 on a strong bipartisan vote of 83 to 14!

ACTION REQUESTED

Calls are no longer needed to delegates since the bill has passed in
the House and has been sent to the Senate. More calls will be needed
when the bill comes up for a hearing in the Senate.

BACKGROUND

H.B. 1183 gives families three new types of assessment options: a
letter from a certified teacher, a portfolio, and a report card from a
college, correspondence course, etc.

Last year we saw a dramatic surge in unreasonable rejections of
perfectly good assessments. This bill should curb the number of
arbitrary rejections. The new options will hinge on showing an
"adequate level of educational growth and progress," as assessment
option (ii) did before.

In past years, some superintendents refused to even consider certain
types of assessments. With H.B. 1183, they will be no longer reject
assessments in the three specified categories merely because of their
form. Families whose children do not shine particularly well on
standardized tests will have alternative ways to show progress, as is
already allowed in many other states.
