B. 1183, which expands year-end testing options, passed the House Education Committee last week and will come for a vote on the floor of the House of Delegates very soon. H.B. 1183 gives families three new types of assessment options: a letter from a certified teacher, a portfolio, and a report card from a college, correspondence course, etc. Last year we saw a dramatic surge in unreasonable rejections of perfectly good assessments. This new legislation should curb the number of arbitrary rejections. The standard is the same: adequate level of educational growth and progress. ACTION REQUESTED Call your delegate and ask him or her to support H.B. 1183 without further amendments. Your message can be as simple as, "Please support H.B. 1183, without any more amendments. It will help children who can best show their progress some way other than a standardized test, reduce conflicts, and give families more options for year-end assessments." BACKGROUND The House Education Committee voted overwhelmingly in favor of Delegate Scott Lingamfelter's H.B. 1183, with strong bipartisan support. There was only one "nay" vote. I testified and explained why the bill was necessary. Representatives of Home Educators of Virginia and Organization of Virginia Homeschoolers testified in favor of the bill also. No one testified against the bill. The bill was amended in committee by consent. Thank you for standing with us for freedom.
