Alabama--Legislative Wrap-Up
Dear HSLDA Members and Friends:
The Alabama General Assembly adjourned for the year on June 7, 2007. HSLDA tracked several bills during the 2007 session that could have affected the rights of parents who educate their children at home. None of them became law.
House Bill 440 and Senate Bill 53 would have authorized students taught by tutors and those taught at home in a church school to participate in extracurricular activities at public and nonpublic schools, if the nonpublic school would permit such participation. Neither of these bills was voted out of committee for action in their respective houses prior to the conclusion of the legislative session.
House Bill 447 would have authorized social services to fingerprint parents and children who are the subject of a child abuse or neglect investigation and to conduct a criminal history background check on them. This was an unnecessary and unreasonable invasion of a family's privacy. It treated family members, including children, as criminals even before they were arrested for any violation of the law. Fortunately, this bill died when the General Assembly adjourned without voting it out of the Committee on Government Operations.
