Louisiana--Update on TOPS Bill
Dear HSLDA members and friends:
Thank you for your calls.
Due in great part to the hard work of CHEF of Louisiana and others, House Bill 634 passed the Senate Education Committee today. The bill should go to the Senate floor Monday. At this time no more calls are needed.
We believe House Bill 634 has enough support to pass the full Senate, thanks to your calls and the work of those at the capitol. If any action is needed we will let you know.
The final version of House Bill 634 will eliminate the sunset clause in the current law and make it possible for homeschool students to be eligible for TOPS aid if they score between 1 to 2 points higher on the ACT than public school students, depending on the TOPS award.
While homeschoolers are currently required to score 2 points higher on the ACT than public school students, beginning in the 2007-2008 school year homeschoolers will revert back to a 3 point differential unless House Bill 634 passes.
While this bill would not completely remove the requirement that homeschool students score higher than public school students to be eligible for the same awards, this bill moves the TOPS eligibility requirements in the right direction. Since homeschool students are not required to meet the Louisiana public school core content standards in their high school studies to be eligible for TOPS awards, some difference in the required ACT scores is acceptable for this freedom.
