Oregon: Calls Needed on Compulsory Attendance Bill
Dear HSLDA members and friends:
As you know, Senate Bill 392 has been sent to the House Elections, Ethics and Rules Committee. This is the bill that we have been fighting all this year that would lower the school attendance age in Oregon from 7 to 6.
The goal of the Committee is to amend S.B. 392 in such a way to change the minds of several of the representatives who have voted against the bill. Now that the late session rules apply, only one hour notice is required before a hearing can be called. Because of this compressed time period, we may not have much notice of the specific language of any proposed amendment. However, any amendment that does not keep the compulsory attendance age at 7 is unacceptable.
We would like you to call and/or email your representative again and let him or her know that any bill that lowers the compulsory attendance age is unacceptable and must be defeated.
If your representative voted "no" earlier on the bill, thank him for his opposition to the bill and explain that you are opposed to any bill that would lower school attendance age. If your representative voted "yes" for the bill, please urge him to reconsider his position and oppose S.B. 392.
You don't need to repeat the following information word for word, but please remind your representative that parents are in the best position to determine when their children are ready for school. Inform your representative that creating an exemption or "opt out" procedure is not good enough. Any such procedure will require more work for parents and could very well discourage them from making the right decision to delay school attendance for their child.
While many children may be ready for school at 6, forcing children who are not emotionally, physically, or psychologically ready for regular school attendance at that age could affect them for the rest of their lives.
Please urge your representative to oppose any version of Senate Bill 392 that lowers the compulsory attendance age to 6 regardless of what any amendment claims to do.
REQUESTED ACTION:
1) Please call and/or email your state representative and tell him or her in own words why you are opposed to lowering the compulsory attendance age. Use the information above or your own personal experience. Your message should end something like this:
"Please oppose Senate Bill 392 and any attempt to lower the compulsory attendance age in Oregon. No amendment can protect a parent's fundamental right to determine when their child is ready for school."
You do not need identify yourself as a homeschooler; instead you can identify yourself as a concerned parent and constituent.
If you do not know who your representative is you can use HSLDA's legislative toolbox at http://www.hslda.org/toolbox to identify your state representative.
