====================================================================== From the HSLDA E-lert Service... ====================================================================== March 30, 2007 Indiana: Calls Needed on Immunization Reporting For Pre-Teen Girls Dear HSLDA members and friends, Yesterday the House defeated the Thompson amendment that was offered for Senate Bill 327 to remove the language exempting those conducting "home based instruction." As you will remember, Senate Bill 327 would require schools to report whether girls age 11 to 12 have been immunized against four types of the human papillomavirus (HPV), a disease that is transmitted by sexual contact. While Senate Bill 327 currently exempts homeschoolers from reporting information on whether their daughters have received this immunization, the real problem with the current bill is how it exempts homeschoolers. Currently, homeschoolers operate as nonaccredited, nonpublic schools under Indiana law. If Senate Bill 327 passes it would be the first time under Indiana statutes that the phrase "home based instruction" would be inserted. This could begin a slippery slope to separate homeschools from other nonaccredited, nonpublic schools and increase the risk of the Legislature defining "home based instruction" in the future. We believe it would be better to remove this language and instead exempt all nonpublic schools (which automatically includes homeschoolers) from this reporting requirement on the HPV vaccine. After a final vote in the House, which could come as early as Monday, Senate Bill 327 will be sent back to the Senate. Your calls and/or emails are needed now 1) to inform your representatives that this bill as currently worded harms homeschoolers and 2) urge your senator to send the bill to conference committee so the bill can be amended to remove the phrase "home based instruction." Please call now to help keep homeschoolers free from future harm. REQUESTED ACTION: 1) Please contact your own state representative and give him or her this message in your own words: "As currently worded Senate Bill 327 harms homeschoolers. The line referring to 'home based instruction' should be removed and all nonpublic schools should be exempt from reporting." You can use HSLDA's Legislative Toolbox at http://www.hslda.org/toolbox to find the name and contact information for your state representative. You can also contact the Indiana Legislature at (317) 232-9600 or 1 (800) 382-9842 to leave a message for your representative. 2) Please contact your own state senator and give him or her this message in your own words: "Please support sending Senate Bill 327 to Conference Committee. As it is currently worded the bill harms homeschoolers. The line referring to 'home based instruction' should be removed and all nonpublic schools should be exempt from reporting." You can use HSLDA's Legislative Toolbox at http://www.hslda.org/toolbox to find the name and contact information for your state senator. You can also contact the Indiana Legislature at (317) 232-9400 or 1 (800) 382-9467 to leave a message for your senator. 3) It is particularly important that those of you in District 16 (part of Forth Wayne) contact Senator David Long, the President Pro Tempore of the Senate. He has shown himself friendly to homeschoolers in the past. Urging Senator Long to support sending Senate Bill 327 to Conference Committee is important. You can give him this message in your own words: "Please ensure that Senate Bill 327 is sent to Conference Committee. As it is currently worded the bill harms homeschoolers. The line referring to 'home based instruction' should be removed and all nonpublic schools should be exempt from reporting. Thank you for your support of homeschool families." You can reach Senator Long at (317) 232-9400 or (800) 382-9467 and at s16@in.gov . BACKGROUND: Please see http://www.hslda.org/hs/state/IN/default.asp for more information about this issue. Thank you for your time to make the call on behalf of freedom of nonaccredited, nonpublic (home) schools in Indiana. Sincerely, Thomas J.
