====================================================================== From the HSLDA E-lert Service... ====================================================================== January 22, 2007 Wyoming--Calls Needed to Oppose 'Quality Child Care' Bill Dear HSLDA members and friends, On January 9, 2007, House Bills 95 and 96 were introduced in the Wyoming Legislature. House Bill 95 creates a "quality child care system" to subsidize child care for families who qualify for financial assistance. House Bill 96 allocates more than $12.3 million dollars over the next year and a half to fund this system. This legislation is not needed and could pave the way for universal preschool and/or mandatory kindergarten legislation and a lower compulsory attendance age. (See "Background" below.) Studies also show that sending children to daycare too early can do more harm than good. House Bill 95 is currently in the Joint Labor, Health and Social Services Committee, and is on their agenda for today, Monday, January 22, 2007. Calls and emails are needed to committee members to oppose this legislation. You do not need to identify yourself as a homeschooler. To view House Bill 95, go to http://www.hslda.org/elink.asp?id=3629 To view House Bill 96, go to http://www.hslda.org/elink.asp?id=3630 ACTION REQUESTED Contact the Wyoming Joint Labor, Health and Social Services Committee members to oppose House Bill 95 and 96. You do not need to mention that you are a homeschooler. This issue affects all parents in Wyoming and it is not necessary that we make this a "homeschool" issue, even though it does affect homeschooling. Please give them the following message in your own words: "House Bill 95 and 96 are not good for Wyoming--they create more regulation in an area that doesn't need it and create a dangerous framework for lowering the compulsory attendance age and universal preschool." Hastert (Democrat) 307-875-6967 jhastert2@wyoming.com BACKGROUND > Education of 4-year-olds in the public schools has been proven ineffective. (To see HSLDA's position paper on mandatory kindergarten and early education visit: http://www.hslda.org/elink.asp?id=3631 ) > Creating a program for preschoolers to attend school will probably lead to compulsory attendance of preschoolers in the future. > Education of preschoolers across the state will raise everyone's taxes. > The preschool educational program seeks to develop preschoolers in their "emotional, social, regulatory and moral capacities" which is a function that is better performed by the parents. Thank you for your vigilance on behalf of all Wyoming parents! Sincerely, Michael P. Donnelly, Esq.
