Iowa--New District Policy Bans Parents
From Administering School-based Tests

Dear Hinton, Iowa-area HSLDA members and friends,

If you indicated on your CPI form this year that you wanted your
student tested through the school system, you probably received a
letter from Mary Daniels saying that parents could no longer
administer the test.

This is partly correct and partly incorrect.

In the past, the Hinton school system has allowed parents to
administer tests conducted through the school system. As far as we
know, this has never caused a problem.

School officials in Hinton decided recently, however, that parents
would no longer be allowed to administer a test taken under public
school auspices. The letter implies that their change of policy
reflects a change in the Competent Private Instruction Handbook the
state Department of Education publishes. There was, however, no
change in the handbook on this point. The Handbook for many years has
recommended that parents not administer tests that are conducted
through school systems. All that has changed is Hinton's policy.

Finally, there has been no change in the authority of parents to
administer tests. State regulation 281-31.4(2)c continues to allow a
parent to administer a test if this is permitted by the private school
under whose auspices the test is being administered, and if it is
consistent with the protocol established by the publisher of that
particular test.
