====================================================================== From the HSLDA E-lert Service... ====================================================================== October 5, 2006 Wyoming--Calls Needed to Oppose 'Quality Child Care' Bill Dear HSLDA members and friends: This email is to make you aware of Wyoming legislation H.B. 92, the "Quality Child Care" bill. ACTION REQUESTED Please contact the task force and attend the meetings of the task force in your area to oppose this legislation. Tell the task force that this legislation is unnecessary and potentially harmful to children. The cost to Wyoming taxpayers outweighs the benefit and, in fact, studies show that sending children to daycare earlier can do more harm than good. BACKGROUND Proponents of the bill believe that this program benefits children and their parents by providing them with subsidized child care. However, studies show that these types of programs are more costly and less beneficial than the bill's supporters would have you believe. Furthermore, and of more concern, is that this bill, if passed, may provide the groundwork for passage of universal preschool legislation, i.e. publicly funded preschool education for children 3 to 5 years of age. Universal preschool has been used in as a strategy by proponents in other states to pave the way for attempts at mandatory universal preschool--essentially the lowering of the compulsory age of attendance. These cases have failed so far, but only because of citizens' alert and resolute action. REASONS TO OPPOSE VOLUNTARY UNIVERSAL PRESCHOOL EDUCATION 1) Education of 4-year-olds in the public schools has been proven ineffective. To see HSLDA's position paper on mandatory kindergarten and early education visit: http://www.hslda.org/docs/nche/000000/00000028.asp 2) Creating a program for preschoolers to attend school will likely lead to compulsory attendance of preschoolers in the future. 3) Education of preschoolers across the state will raise everyone's taxes. 4) This will create a "constitutional right" for families to have a public school education for their preschoolers. 5) This preschool educational program will seek to develop preschoolers in their "emotional, social, regulatory and moral capacities" which is a function better performed by the parents.
