====================================================================== From the HSLDA E-lert Service... ====================================================================== February 23, 2006 Arizona--Victory for Parental Rights Dear HSLDA members and friends: Due to your calls Senate Bill 1527 has been amended so it no longer violates parental rights! As originally written, this bill would have permitted any minor who was at least 16 to enroll in a public school without the consent of his parent or guardian. However, Carol Shippy of Arizona Families for Home Education (AFHE) worked with Chris Klicka of HSLDA to craft an acceptable amendment. Senator Ron Gould then offered the amendment that would simply permit a minor to enroll in a public school but only with the written consent of a parent or guardian. Last week the Senate K-12 Education Committee voted unanimously to amend the bill, upholding the fundamental authority of a parent to direct their child's education. During the hearing one of the Senate sponsors of the bill, Senator Hale, attempted to argue that there was a big problem with the enrollment practices in the public school. The main reason this bill was originally filed was due to a minor on an Indian reservation who tried to enroll in the local public school. The father was absent and the mother was apparently unable to physically enroll her son because of a drug problem. Most of the committee members were unconvinced that this was anything more than a local control issue and legislation was unnecessary. In the end, the amended bill passed the K-12 Education Committee 5 to 3. However, it is entirely possible that the bill will be allowed to die. As the bill has been amended to uphold parental rights, we no longer oppose S.B. 1527 and instead take a neutral position. However, we will continue to monitor this legislation. Your phone calls and emails in opposition to this bill were vital in bringing about this victory. We also appreciate the hard work on the ground from AFHE once this bill was identified.
