====================================================================== From the HSLDA E-lert Service... ====================================================================== February 2, 2006 Dear HSLDA members and friends: Another mandatory kindergarten bill, House Bill 2089, is scheduled for a hearing tomorrow. Please call all the members of the House Education Committee listed below, if you have not already done so this week. The committee is to hear the bill on February 3, 2006, at 2 p.m. in conference room 309. Last year, many thought these proposals could not be stopped but your calls were successful and the bills did not pass. Your calls and emails are vital to help defeat these bills. With a little bit of effort and persistence homeschoolers can be victorious again. Action Requested: Please call and email the House Education Committee members listed below and give them this message: "Please oppose House Bill 2089. Lowering the compulsory school attendance age from 6 to 5 and making kindergarten mandatory takes away the right of parents to decide whether their children are ready for school and would only waste taxpayers' money. A study conducted just last year by Stanford University and the University of California found that early attendance hinders the rate at which young children develop social skills and display the motivation to engage in classroom tasks. Please oppose House Bills 2088, 2089 and 2139." Do not identify yourself as a homeschooler; instead you can identify yourself as a concerned parent and taxpayer. Shimabukuro Phone 808-586-8460 E-mail repshimabukuro@Capitol.hawaii.gov Representative Tommy Waters Phone 808-586-9450 E-mail repwaters@Capitol.hawaii.gov Background: Currently there are three bills in the House--H.B. 2088, H.B. 2089, and H.B. 2139--and two bills in the Senate--S.B. 2186 and S.B. 2888. All of these bills require a homeschool parent to file the notice of intent letter if their child is to turn 5 by January 1. Homeschool parents will also be required to submit an annual progress report at the end of their school year for their 5-year-old. It is interesting to note that a research study conducted in 2005 by Stanford University and the University of California found that "attendance in preschool centers, even for short periods of time each week, hinders the rate at which young children develop social skills and display the motivation to engage classroom tasks, as reported by their kindergarten teachers." For more information on these bills online see http://www.hslda.org/hs/state/HI/default.asp .
