====================================================================== From the HSLDA E-lert Service... ====================================================================== February 1, 2006 Dear HSLDA members and friends: The Hawaii legislature is attempting to require attendance in kindergarten and to lower the compulsory attendance age from 6 to 5. So far a total of five bills have been introduced this year, three in the House and two in the Senate. One of these bills, Senate Bill 2186 is scheduled for a hearing this Friday. Please call all the members of the Education and Military Affairs Committee listed below and urge them to vote against this bill. The committee is to hear the bill on February 3, 2006, at 1:15 p.m. in Room 225. Last year, many thought these proposals could not be stopped but your calls were successful and the bills did not pass. Your calls and emails are vital to help defeat these bills. With a little bit of effort and persistence homeschoolers can be victorious again. Action Requested: 1. Please call and email the Senate Education and Military Affairs Committee members listed below and give them this message: "Please oppose Senate Bill 2186. Lowering the compulsory school attendance age from 6 to 5 and making kindergarten mandatory takes away the right of parents to decide whether their children are ready for school and would only waste taxpayers' money. A study conducted just last year by Stanford University and the University of California found that early attendance hinders the rate at which young children develop social skills and display the motivation to engage in classroom tasks. Please oppose both Senate Bill 2186 and Senate Bill 2888." Do not identify yourself as a homeschooler, instead you can identify yourself as a concerned parent and taxpayer. Background: Currently there are three bills in the House--H.B. 2088, H.B. 2089, and H.B. 2139--and two bills in the Senate--S.B. 2186 and S.B. 2888. All of these bills require a homeschool parent to file the notice of intent letter if their child is to turn 5 by January 1. Homeschool parents will also be required to submit an annual progress report at the end of their school year for their 5-year-old. It is interesting to note that a research study conducted in 2005 by Stanford University and the University of California found that "attendance in preschool centers, even for short periods of time each week, hinders the rate at which young children develop social skills and display the motivation to engage classroom tasks, as reported by their kindergarten teachers."
