====================================================================== From the HSLDA E-lert Service... ====================================================================== July 14, 2005 Oregon--Calls Needed - Opportunity to End Testing Requirement for Homeschoolers Dear HSLDA members and friends: We need you to contact the members of the House State and Federal Affairs Committee today urging them to support the amendments to Senate Bill 1071. While this bill originally had nothing to do with homeschoolers, it has been amended to remove the requirement to test in grades 3, 5, 8, and 10. Homeschoolers in Oregon have a chance with these amendments to remove the current testing requirements from the homeschool law. As we indicated earlier, the Home Education Equity Bill - House Bill 2733, passed the House by a vote of 37 to 22. After H.B. 2733 was sent to the Senate, it stalled in the Senate Rules Committee because of a veto threat by the Governor. All appeared lost, but God enabled OCEANetwork, OHEN, and our allies in the legislature to find a bill to attach a portion of the Home Education Equity Bill. Please call or email the House State and Federal Affairs Committee today. The House will hold a hearing for Senate Bill 1071 today at 10:00 a.m. in room HR 357. ACTION REQUESTED: 1) Email or call members of the House State and Federal Affairs Committee listed below with this message: "Please support the amendments to SB 1071 and remove the current testing requirements for home educators. Home educators have earned the right to more freedom after demonstrating their success for the past 20 years." BACKGROUND: HSLDA thanks OCEANetwork and OHEN for their hard work and involvement on the ground to pass the Home Education Equity Bill. State organizations are vital to ensure a strong homeschool presence. Oregon first enacted a homeschool law in 1985, approximately 20 years ago. Since that time, numerous efforts have been made to enact amendments providing more freedom to parents. The most recent change in the law occurred in 1999 when significant progress was made in reducing state oversight of homeschooling. If Senate Bill 1071 is amended, Oregon will join a growing majority of states requiring no standardized testing of homeschooled students. While this bill will keep the one time notification requirement, Oregon has the potential through this legislation to go from a state with a good homeschool law to a state with a great homeschool law.
