====================================================================== From the HSLDA E-lert Service... ====================================================================== April 26, 2005 Texas--Calls Needed to Support Anti-Discrimination Bill for College Scholarships Dear HSLDA members and friends: Representative Charlie Howard introduced House Bill 530, which will ensure that homeschoolers are eligible for college scholarships. This is an important bill that will "even the playing field" for homeschoolers across the state. The bill prohibits universities in the State of Texas from discriminating against homeschoolers when granting scholarships for college tuition. HSLDA's Legislative Counsel, Tom Sanders testified in favor of the bill last week before the Higher Education Committee. Representative Howard has asked us to call the members of the Higher Education Committee now to ensure the passage of H.B. 530. Thank you in advance for your calls to the Higher Education Committee. They could vote on H.B. 530 at any time. ACTION REQUESTED Please call as many of the Representatives of the Higher Education Committee as possible and give them this message: "Please vote for House Bill 530, this bill will "even the playing field" for homeschoolers seeking college scholarships. Homeschool students complete high school and perform above average in college. This bill is needed to end the discrimination that homeschoolers sometimes face when they reach college age." Rose 512-463-0647 BACKGROUND Originally the word "homeschool" was inserted in the bill which opens the door for the regulation of homeschoolers. HSLDA's Legislative Counsel, Tom Sanders, worked with Representative Howard and convinced him to remove the word "homeschool" and instead insert the term "private schools which operate in the home." Avoiding the creation of a new term in the Texas Code, which has not been defined by legislation or by the courts, helps protect homeschoolers. Presently, the Texas Supreme Court in the Leeper case has indicated that "homeschools" come under the status of "private schools." We want to make sure that we protect the rights of homeschoolers in Texas by keeping homeschools under the status of private schools. Sincerely, Christopher J. Klicka, Esq.
