We think it is important enough for you to consider the recommended action steps contained therein. *********************** Roy Hanson's HELP Tree ALERT April 25, 2005 Private and Home Educators of California *********************** Bill: AB 1670 - Universal Health Care Author: Assemblymembers Joe Nation and Keith Richman Position: Strongly OPPOSE Status: In California State Assembly Summary of Concerns: AB 1670 is an attempt to move California toward the Universal Health Care as promoted by Hillary Clinton. AB 1670 will: 1) destroy the current system of choices of health care coverage; 2) drive up the cost of both health care and health insurance coverage; 3) force everyone to participate; 4) reduce the quality of health care; 5) reduce the availability of health care, forcing some families to go out of state to obtain health care for their family members; and 6) create a new government bureaucracy that will make life and death medical decisions. ***** ***** ***** ***** Information Included In This E-mail: A. If you are unable to locate your legislator using our web site, you will need to call your county elections, voter registration, or registrar of voters office. Notes: * Call as a concerned parent and citizen. Background Information: * AB 1670 would require every resident in California to purchase health care coverage from a government-approved "purchasing pool" that includes private health insurance plans which meet the minimum requirements set by either the Department of Managed Health Care or the Department of Insurance. * AB 1670, according to the author's office, will likely be amended to include enforcement for those who do not "voluntarily" pay for a government-approved private health care plan, by increasing their state income tax to cover the cost of the lowest priced health insurance plan, and signing them up for that plan. An alternative approach under consideration is mandatory withholding of the monthly premium amounts from their paychecks. * AB 1670 would require state and federal tax dollars to be used to subsidize businesses for the procurement of health care plans for employees who earn less than 200% of the federal poverty level. ***** ***** ***** ***** C. Reasons to Oppose that your legislators will understand: * Health care is primarily the responsibility of families and individuals, not of the government. * AB 1670 effectively creates a form of taxation on every individual in two ways: 1) By requiring all residents to pay for government-approved health insurance, the government would be imposing a financial requirement on its citizens just as certainly as if it were collecting an "insurance tax" to cover the cost of health care coverage; 2) The author's office estimated that in addition to federal tax sources, at least 1.5 billion in new taxes will be charged to insurance company HMOs. This increase, of course, will be passed on to consumers in higher premiums. * AB 1670 interferes with the right of individuals to manage their own medical decisions. For instance, those who would prefer to pay out-of-pocket or to participate in a "cooperative" health payment plan would instead be forced to sign up and pay for a "state approved" health insurance program. * AB 1670 will destroy the current level of choices for health care coverage currently available to Californians as the government defines what constitutes "acceptable" health care coverage and what does not. * Government control over payments for health care will lead to government control of medical decisions, because requirements will be imposed on the proposed "purchasing pool" of private health plans. ***** ***** ***** ***** Roy Hanson's Home Educators Legislative Phone Tree Private & Home Educators of California P.O.
