====================================================================== From the HSLDA E-lert Service... ====================================================================== April 11, 2005 North Carolina--DNPE to Stay Under Department of Administration Dear HSLDA members and friends: To follow up with our E-lert to you of April 4, 2005, I am pleased to report that the Governor's Office has withdrawn its proposal to relocate the Division of Non-Public Education (DNPE) from the Department of Administration to the Department of Public Instruction (DPI). On Wednesday, April 6, 2005, representatives from North Carolinians for Home Education, the North Carolina Christian Schools Association, the North Carolina Association of Independent Schools, Secretary of Administration Gwynn Swinson, DNPE Director Rod Helder, General Counsel Brooks Skinner from the Department of Administration, and Dan Gerlach from the Governor's Office met to discuss concerns raised by this proposal. Mr. Gerlach explained that the proposal to transfer DNPE from the Department of Administration to DPI was a budget-driven, not a policy-driven, proposal. He stated that the idea for the transfer was generated by the need to locate funds to employ more people within DNPE to meet the new administrative responsibilities it now has, such as the driving eligibility certificate program introduced in 1998. There has also been a substantial increase in the number of homeschools in North Carolina from 8,171 for the 1995-96 school year to 28,746 for the 2003-04 school year. Finally, Mr. Gerlach announced that the Governor's Office will inform legislators that the proposal to shift DNPE to DPI is no longer part of the budget proposal and is not an appropriate solution to the manpower problem being experienced within DNPE.
